Action Group on Antarctic Fuel Spills (AGAFS)

The stricken MV Explorer sinking in Antarctic waters

By far the largest quantity of potential pollutants imported to the Antarctic region by people is fuel (hydrocarbon-based refined products) used by station and science operations continent-wide. Therefore, SCAR has established the Action Group on Antarctic Fuel Spills (AGAFS) to coordinate scientific advice on the fate and effect of releases of fuel in polar environments. Stimulated by the sinking of the MV Explorer, AGAFS brings together oceanographers, ecologists and other specialists to respond to requests from the Antarctic Treaty Secretariat and/or Antarctic Treaty Parties for assistance or advice related to fuel spills. AGAFS will address issues that might arise related to the fate and effects of fuel releases in Antarctica. By design, the Action Group is small in membership and it will co-opt expertise as needed, depending on the issues under discussion. AGAFS will direct, facilitate and coordinate SCAR's responses in this arena. It is expected that its activities will be largely quiescent until a specific need arises. When a need is identified or a request for advice is received,a Terms of Reference specific to the issue at hand will be developed.

International Cooperation

The International Fund for Animal Welfare, an international charity with expertise in managing large-scale oiled wildlife events, has proposed cooperation with SCAR. IFAW offers to provide assistance and expertise to AGAFS in developing plans for oiled wildlife in the Antarctic and Subantarctic regions.
